A 1999 state rule labels a segregated school as “racially identifiable.” A “racially identifiable” school is a school where the enrollment of minority students is more than 20 percentage points above the enrollment of minority students in the district. There are 45 racially identifiable schools in the metro area, and four more outside the area: Walnut Grove Elementary in Westbrook-Walnut Grove school district, and Grant Magnet Elementary and Nettleton Magnet Elementary in the Duluth school district and Talahi Community Elementary in the St. Cloud school district.
