Without fanfare, Management and Budget Commissioner Jim Schowalter sent a revised proposed state budget to legislative leaders today, formally detailing the adjustments Gov. Mark Dayton made after the March forecast showed an improvement in state tax collections.
In an 18-page memo, Schowalter spelled out the governor’s decision to not to impose a tax surcharge on high-income earners but to increase some health and human services spending.
