    Listen in: Supporters, proponents debate "Legacy Act"

    Arts, parks, conservation, lakes and rivers all scored a victory at the Capitol on Thursday with the passage of the long-debated "Legacy Act."

    The House and Senate passed bills that would allow voters to decide whether to raise the state sales tax in November. If approved, the arts and conservation constitutional amendment would raise the sales tax by 0.38 percent or about 3 cents for every $10 spent.

    Todd Melby headed over to the Capitol on a blustery Valentine's Day to see what the supporters, proponents and legislators had to say about the proposed amendment.
