I'm thinking about your question but I have one for you, first: Did that $5k-$6k per pupil include teacher salaries? I ask because one of the parts of the answer has to do with staffing costs not being level from building to building.  

The district got into SOD before Lester's time because of some overspending. He was on the verge of righting things through careful budgeting when the first of the major cuts to state funding occurred. SOD status means that the district must report on its finances and plans for getting out of debt to the state on a regular basis. From this I would infer that if the bean-counters-on-high saw a path out that did not involve more revenue, they'd make it happen.

Your Humble Blogger's Sainted Mother, of all people, writes to say that Parks, whom she greatly admires, was in fact born in her mother's hometown, Ft. Scott, Kansas.

Calls that came in too late to make it into this post add a couple of details: First, Superintendent Dennis Carlson reportedly has been meeting with as many students as possible and is hearing positive things about climate in the district's schools this year, which echoes what I've heard. And the first meeting of the task force was said to be friendly and productive, controversy notwithstanding.
