and have found that dividing their clauses up into individual lines makes them more comprehensible for those who have difficulty following complex thought.

To write "properly;" in one, very long paragraph of one or perhaps two sentences would mean that what I write would seem far MORE daunting for others to read, and render them far more difficult to "wade through" as you put it.

State education leaders, both administrators and teachers, are asking that the status quo be maintained as far as WHEN school districts receive their money from the state. The loans that the schools must float to keep operating while they wait for that state money are already in place and interest rates are extremely low.
