In response to the criticism that business-to-business taxing would 'pyramid' price increases on to the consumer, perhaps a value-added tax, such as is popular in Europe, could be a viable alternative. It has the simplicity argument going for it, since the tax is only levied at the final point of sale. I imagine that such a fundamental change to the state's consumption tax would require a great deal of discussion and fine-tuning; perhaps this is beyond the scope of a single legislative...
