What you don't mention about Monticello is that TDS, through a court injunction, delayed the development of the city's fiber network long enough to build out their own. Now Monticello has to compete with the phone com[any for customers. What could have been a level playing field for competitors has turned out to be Monticellos white elephant. What Minneapolis and St. Paul have to fear is Century Link and Xfinity and the courts.
