It must be pointed out that a large portion of the high foreclosure problem in North Minneapolis was a result of outside investors buying up properties (more than half HAD been owner occupied) and turning them into rental. They mismanaged their rental properties, poorly screened tenants and did all the equity skimming they could manage. Liberal availability of investment loan money and wildly aggressive appraisals and lending from banks at the time created the perfect opportunity for these...
