I love my U of M, but the legal department might not be one of its strengths.
The only reason the $700 million option is the only MnDOT-sanctioned option is because they refuse to seriously review/consider any others. They're obstinancy is right up there with how they refused to consider that they're ramp-meter system was goofed. That lasted until the Leg forced a study from a neutral party on them.
I don't know for the life of me why a a potential bond buyer would purchase an instrument backed by the future income from a racino. For the racino to throw off enough cash to support the $50 million/year in bond payments, it would have to have an enormous house advantage. There's 8 million Minnesotans and probably 5 million who could legally gamble. If the racino's take was 20% (the Indian casinos are about 15%), every eligible gambler would have to gamble $50 a year for all 30 years of...
