I have yet to meet such a person, though those who are negatively impressed with the work ethic of government employees at nearly all levels do seem to be numerous. It is tiresome to hear, over and over again, from public servants who have failed to perform their assigned tasks, that the problem is that they "need more staff" or "need more resources," as an excuse.

That is, I believe, a precise description of the approach Mr. Emmer declared in the spring he would do: Listen to the people, then look at the current structure and adjust it to what they say they want, and prepare a proposal for spending based on that amended structure.

His opponents have been merciless in attacking this approach, however. He has stuck to it anyway.

And therein lies the crux: How is government SUPPOSED to work and what is it SUPPOSED to do.

I submit that many many folks sincerely believe that government is NOT working the way it should, and is NOT engaged in only activities it should be.

Those folks WELCOME the idea that a hard look is warranted, that pruning, quite possibly severe, is called for, and that more effective and efficient delivery of what is left is not only desirable but necessary.

Any thinking that starts with the notion that "the people just don't know what's good for them" seems to me doomed to failure at the polls. It is now, and has always been, the sin of the "intelligentia" in our society.

It is also regretably true that the choices often offered at those polls are between the lesser of two or three evils. So long as entrenched power structures persist, this is likely to continue.

They will have a hard time selling it in Phoenix, where a friend in her eighties who has been on Medicare Advantage has been advised her benefits will be cut back significantly, I hear.

"The Patient Protection and Affordable Care Act," I suppose, could be referred to as PPAC, but if the bill is as wonderful as it's supporters say I can't imagine why they would have any objection to having O'Bama's name attached to it.
