Back in the early 80's Mayor George Latimer wanted St. Paul to have a municipally owned cable TV utility. The cable companies fought it tooth and nail and while my recollection is fuzzy there may have been a ballot question on it. Maybe if that had succeeded there would be a better basis for municipal broad band, similar to Lafayette having already had a municipal electric utility.
Who knew a socialist plot like a big government utility could be such a big advantage?
Perhaps Shelly can haul American citizens before a House committee and grill them, "Are you now or have you ever been a card carrying member of the Muslim Brotherhood?" Sure, it atrats in the State Department, but it leads to the Army, college campuses....
It's a tall order to find someone less flashy than Romney, but Pawlenty certainly can fill that role.

For a long time, around 100 years, Minnesota Legislatures did not give any title to proposed constitutional amendments; it was left to the SoS office. Only the last few proposed amendments were given titles by the Legislature. In those cases the SoS chose to adopt the titles.
So no, titles were not changed in the past, largely because there were no titles to change. Maybe we should return tradition.
The same people that want to cut food aid to the least among us are the same people who want a large increase in the already bloated Pentagon budget.
