I have to chuckle at Joe Kimball's characterization of the Ripon Society as a "conservative" organization. From its founding through the 90's, the Ripon Society was the intellectual clearinghouse for the "progressive" wing of the GOP, back when there was such a thing. (I was on the Ripon National Governing Board and took a stab at establishing a Minnesota chapter during the Arne Carlson era.) It should be noted that former MNDOT commissioner Molnau cut the library's budget and staff significantly during her tenure. This library really is an incredibly valuable resource.
David wrote that: "First, while I'm sure supply/demand and world crude prices are more important to the price calc, especially in the short term, there's no doubt that over time, the tax impact is fully felt. It becomes a base cost."
This is not always true. Where commodities are concerned, much of the cost increase will be absorbed by the original producer in the form of lower prices for the raw material. The fact that a tax has been added does not change the market-clearing price...
Nice article, Bill!
