As the exchanges are formed, decisions will be made as to what will be covered by the insurers and what won't. There will be plenty of procedures and care not covered to maintain some sort of affordability. The insurers cannot cover everything while doing so for low cost.

The Commerce Department also recommends reducing employee pay from a 4% increase to 2.6%. If only they were allowed to comment on the U of M or State worker contracts...

Seems to have had it's biggest problems in the last two years. And it is due to global climate change. And why should property values around the lake suffer any less than the rest of the state?

Because money paid back early (allowing them to pay off the loans and save interest costs) can't be used to increase their operating budgets, which I guess means that the money cannot be spent at all in less they wait until later.

I certainly encourage changing the state aid formula so that the horrible inequites are fixed and that areas like Mpls. and St. Paul who don't have the populations capable of providing adequate funding start receiving a fair share.

State law says that the school districts will have to take the $295 million dollar surplus right now. Perhaps they can give it back until their loans come do since they can't use it in their budgets.

With colder than normal temperatures.

But seriously, why no positive reports of extended growing seasons, new crops that couldn't previously be grown here, etc.?

How can we contain and store all the increasing floodwaters to use during the increasing droughts? There is serious money to be made by answering that question.

Since our climate will be more like theirs it would be a simple place to start. It would seem like we would have less problems as we will have less days below freezing but I suppose it is the 28-34 degree swing days that cause the damage. Last year had very few of those freeze/thaw days, just ask the folks who make maple syrup.
