Dave Vanhattum has got it right except for one thing - the use of "public goods".

Unfortunately this term is often used as he does above - to denote goods that are, or the user thinks should be, supplied by one of the levels of government. The correct usage is "a good that if supplied to one person cannot be denied to another". This covers defence, quarantine, and possibly public health matters, though many items in 'public health' certainly can be denied to particular persons. Not...
