Task force finds ‘systemic and complex’ failures in sexual assault investigations and prosecutions

Reforms needed. The Star Tribune’s Brandon Stahl reports: “Minnesota suffers from ‘systemic and complex’ shortcomings in the investigation and prosecution of sexual assaults, according to a state task force that is set to recommend a series of reforms for the Legislature, police and sheriffs’ departments and the judiciary.”

In Curbed, Patrick Sisson writes: “Calling the Minneapolis 2040 plan ambitious is an understatement. … The plan, which is expected to pass City Council scrutiny early next month, is the furthest-reaching such proposal from a U.S. municipality, and comes after nearly a year of heated debate. … Combined with a proposed $40 million investment in programs that support renters and combat homelessness planned for by recently elected Mayor Jacob Frey, the Minneapolis 2040 plan positions the city as one of the few in the U.S. proposing — and likely passing — a large-scale plan to tackle the pressing problems facing American cities.

Jailbreak! WCCO reports: “A man who escaped from Hennepin County Public Jail custody Wednesday morning has been found. … The suspect, 57-year-old Michael Simon, broke a 7th floor window of the Hennepin County Public Safety facility at around 7 a.m. Wednesday.

Also in incarceration news. MPR’s Dan Gunderson reports: “When Clay County officials started planning to replace its jail, the oldest in the state, they gathered around a table to start building a wish list for the new jail’s design. … ‘One of the first things we talked about, one of the big needs we felt, was having proper housing for those individuals in our custody that have mental health and behavioral issues,’ recalls Julie Savat, the jail’s administrator.”
