In this video produced by Minnesota House Public Information Services, Morgan explains the rationale behind the bill. It won’t go anywhere this year since Morgan introduced the bill after the committee deadline, but he’s hoping legislators will start to have conversations about the idea and perhaps vote on the bill next session.
