Pols can protect health care fund if they choose to

In a Strib op-ed piece this morning, a St. Paul doctor complains that MinnesotaCare’s 2-percent provider tax was sold as health care-only, but Gov. Tim Pawlenty would drain the fund balance to forestall tax hikes and other program cuts.

If you want to keep political mitts off the money, Doc, two words: constitutional amendment. Anyone proposed this? The DFL lege could put it on the ballot without the guv’s OK, and it would probably be popular. Or do Dems like having the money as a slush fund, too?
