Margaret Kelly, who’s been St. Paul’s finance director for nearly three years, has been named an assistant commissioner in the Minnesota Management and Budget department and will be the state budget director.
She’s the second high-ranking member of St. Paul Mayor Chris Coleman’s staff to move into the Mark Dayton administration; communications chief Bob Hume was tapped to be a senior communications adviser for the governor.
Kelly replaces Assistant Commissioner Kristin Dybdal, who is leaving after seven years with the department.
Before joining Coleman’s staff in St. Paul, Kelly had been assistant commissioner of administrative services and the chief financial officer at the Minnesota Department of Health and was a senior budget officer at the Minnesota Department of Finance.
New MMB Commissioner Jim Schowalter made the announcement.
