Mayor Rybak to make his 12th — and last — budget proposal Thursday

Mayor R.T. Rybak will make his 12th — and final — city budget proposal speech Thursday.

Rybak is not seeking re-election to a fourth term.

The noon speech is at the Thrivent Financial auditorium, 625 S. 4^th Ave. Members of the city council will be present because the speech will be delivered at a special council meeting.

It will be streamed live on the city’s website.
